Serial Change Number cardinality in Successful Retrieval

Description

The cardinality of pertinentInformation (leading to Serial Change Number) is 0..1 in the PDS Successful Retrieval message. It should be 1..1, as PDS always supplies this number. This would also be consistent with other messages.

Perceived Impact

No impact on other domains. Will have limited impact on current implementation, as field is currently optional but is always populated. This change will just make sure the presence of this field is enforced by the schema.

Make the change suggested by BT – change the cardinality of pertinentInformation to 1..1
