The only non-professional users entitled to see a patient's data are the patient him/herself or the patient's proxy.

The patient's NHS number may have been merged in the past and so it may be necessary to examine the history of the patient's NHS numbers in order to determine correctly that the enquirer (who will be identified by NHS number) is indeed the patient. History and proxy information is returned from the PDS retrieval, provided the patient was not stop-noted.
