Vocabulary changes needed to meet the requirements for PDS 2007-A changes.

issue Description:

As a result of changes made to the PDS domain for 2007-A, a lot of new vocabularies are required, and existing vocabularies need to be changed.

Proposed solution

Amend the following vocabularies:

DemographicObservationType - add code values and deprecate some code values.
